Dr. Milne’s professional background includes experience as an award-winning political science professor at West Chester University and as administrator in charge of a master’s degree program. He also has worked as an organizational consultant, and has gained international experience through business projects in countries such as China, Japan, South Korea and the Philippines.
Milne is a lifelong resident of the 167th District, growing up in Willistown Township, where he continues to reside with his wife, Jean and their young son. Milne graduated from the Great Valley school district and was inducted into the National Honor Society. An honors graduate of the College of William and Mary, Milne also holds a Ph.D. in political science from the University of Delaware, earning a “Distinction” in Public Administration. Milne is also an author of articles and papers on federalism and public sector management and has been a presenter at numerous professional conferences.
Milne has volunteered for 20 years in election day operations, and has served on the Chester County Voting Reform Commission and the Meet Your Chester County Judges Task Force. He has been an elected county committeeman for 14 years and an elected state committeeman for 10 years. He continues to serve as a captain in the Pennsylvania Military Reserve, a civilian disaster management organization, and as a lay reader at his church. An exercise enthusiast, Milne has coached youth league sports as well as completed four marathons.
In his role as a member of the Education, Aging and Older Adult Services and Intergovernmental Affairs committees, Milne has authored and introduced legislation in his first session as a Member of the House of Representatives. Milne is also a member of the House BioTech, Alternative Energy, Autism, Fire and Emergency Services, Veterans, Women’s Health and Bi-partisan Reform Caucuses.
As a husband, father, educator, businessman and community leader, Milne understands the issues that are most important to our families and communities in the 167th District.
The 167th District is composed of part of Chester County, consisting of the Borough of Malvern and the Townships of Charlestown, East Pikeland, East Whiteland, Easttown, West Whiteland and Willistown.
